

State legislators cannot alter the fact of global change nor slow its pace, but with knowledge, commitment, and partners, they can embrace change, minimize its adverse effects, and make it serve the purpose of a more just, fair and safe society.
Progressive leadership requires not only bridging the divides of race, class and gender, but also the borders of culture and country. State legislators now face a wide array of global issues-from trade and environmental concerns, to human rights, agriculture and immigration.
No current educational forum on global issues is designed specifically for state legislators, despite their critical role in advancing change. CPA created the Eleanor Roosevelt Global Leadership Institute to fill this void. Through this new and innovative program, CPA provides critically needed training, guidance, and networking for state legislators as they deal with the impact of globalization. With the generous support of the Rockefeller Foundation and the Rockefeller Brothers Fund 12 outstanding state legislators were chosen for the 2003 class to participate in two retreats this year, in the United States and in China.
As we move into an increasingly globalized world, it becomes increasingly important to have a diverse network of state elected leaders who understand the responsibilities, opportunities and implications of the United States' role on the world stage. The Eleanor Roosevelt Global Leadership Institute will empower legislators with cross-cultural understanding, making them more effective state, national and international leaders.
